Abbreviations
Better late than never, I suppose. These are the few worth mentioning, from what I was able to observe. More can follow, should you request it.

Joel
Seems to have some skill in using a weapon, preferably a rifle. More skilled with movement. Either has had training or has had experience in the field of some sort.

November
Unused to weaponry, yet still has viable skills with a gun. More dangerous than he seems with combined weapons training and ice powers.

Zuko
Wields fire, somehow. Can take orders well, cannot use a gun nearly half as well as he can use his fire. Clearly driven, possibly to a fault. Strategic in nature, somewhat.

Athos
Not familiar to newer models of guns, but not incompetent either. Skilled with a blade. Wears a scowl on his face as if it were a permanent expression. Ties to Arya Stark, possibly. Has some degree of patience.

Hibari
Clearly skilled with sniper rifles. Mark as dangerous. Seems patient enough to teach, but likely would not teach all of his skills (I weren't if I were him). Quick, quiet. A shadow.

Corvo
Possesses some form of chaotic magic. Teleportation combined with high effective skills make him an invaluable asset and extremely dangerous. Quiet. Another shadow.

Orange
July
Useful set of skills, but still a child. Hard to determine if this is an asset or a hindrance to the CDC as a whole.

Akane Tsunemori
Morality may prove a disadvantage should a mission require a more forceful, questionable approach.

Serah Farron
Skilled, but personality does not lend itself so easily to more pressuring or morally questionable situations. Should she be left alone, her chances of surviving may not be very high, given that she is not open to the prospect of being alone. Highly emotional and temperamental attitude lends little to overall missions should said missions not run as smoothly.

Chidori Kaname
Limited skill set may not serve well for more complicated missions. Her preference for maiming and not killing may not be enough should a more dire situation arise. Temperament has the potential to jeopardize a mission and those involved in it.

Connie Springer
Well-intentioned, but hardly the stuff of subversive and tactical warfare. Divulging any form of plan to Connie may not result in the most beneficial outcome, and any subtle implications or secrets will go unnoticed as a whole. Very loud and brash, could potentially jeopardize missions, even if he does know how to follow orders.

Pilot
As his name suggest, he may be skilled in aircraft and maneuvering a variety of vehicles, his limited combat training may not be of use. Persistence to convert to his particular brand of religion will not be welcomed by most.

Green
Sephiroth
Highly erratic in mood and behavior, with a penchant for beheading. Self-serving, threatens with murder on a whim, making it hard to discern whether a threat is valid immediately or for future reference. Cold, calculating, will hardly stop to consider matters of a moral affair when it entails life or death. While he can be manipulated to be put to use, there is a high chance of this method backfiring. No clear distinction if whether to consider him a friend, an ally, or a foe. APPROACH WITH CAUTION: he is not above killing his own team mates if he believes they are not to his liking.

ADVISE TO WATCH OR ALLY. If treated on his perceived level, he will likely consider you an equal or at the very least loosely loyal to you. Again, he can be used, if he is played.

Elena Gilbert
Extremely fast, potential healthy dose of paranoia, somehow convinced she is nothing extraordinary (or tries to convince others of it). Mind control with a combination of emotional manipulation puts her squarely at an advantage to damage anyone, most especially weaker-minded people. Should she choose to disagree or dislike someone, there is a chance she may force them to off themselves and for her to leave with no traces of evidence. Potential to force others itno doing her bidding. Healing may make her a difficult target to eliminate should she be seen as a threat to the CDC and its recruits. Seems attached to her madu.

ADVISE TO WATCH OR ALLY. On a good day, her talents could be used for the greater good. Should she decide to make herself known, it isn't out of the question she would make a right mess quickly.

As a side note, most of Green is extremely reckless and danger to themselves and other recruits.

Blue
Liara T'Soni
Extremely intelligent and an effective researcher, and well aware of it. Acts as if she is nonchalant or a minor threat. Seems to prefer a particular brand of potential threat to incite fear as opposed to immediate, openly harsh tactics. Her combined skills and her hyperawareness of her own mind makes her the dangerous sort that will use any means of exploitation, namely through coercion. Focus on a mission makes her strong, inability to see beyond the mission makes her a threat; high likelihood of casualties with Liara is possible. Extensive knowledge in weaponry and firearms puts her at much higher advantage than most in combat. Seemingly high levels of paranoia.

ADVISE TO ALLY. Though she seems of a sound mind, her ability to work with intelligence makes her an invaluable asset.

Anders
Openly opposed to particular sorts of recruits in the CDC. Leaves little space for differences or for potential alternatives, given that he is of a single-minded nature. Will likely not hesitate to point out flaws. Potential to exclude recruits on missions and leave them behind if he deems them useless. Extent of vehemently opposing the CDC is unclear, though hardly surprising if massive carnage is left in his wake.

ADVISE TO WATCH. Potential effective healer and ally, but opposition does nothing to help him.

Red
Alpha
Excess of skills, potentially indicating frequent boredom or neurotic obsession. Extremely high levels of paranoia. Mental instability makes him a chaotic recruit at best, even if he is considered a genius. Reduced levels of imprints (multiple personalities of a sorts), though this makes him no less of a threat to himself or to other recruits. Should Alpha choose to indulge his violent temperaments, there is no clear indicator as to how to stop him.

ADVISE TO WATCH AND TO USE. Variety of skills are a boon, but someone should follow closely to monitor his behavior. Alliance would be shaky at best.

Auger von Garibaldi
Entertainment is his motivator, thus his actions are not easily predictable. Staying in his good graces may be fickle, depending on his mood. Appears of sound, clear mind, yet has a fondness for violence. Generally charming and carefree attitudes masks a darker personality. Depths of instability are not easy to decipher so far, but DO NOT underestimate him. Liar and Machiavellian. Possesses a fondness for music, namely his violin.

ADVISE TO WATCH. Like Alpha, someone should monitor Auger's behavior closely. There is no telling if he will turn on himself or on others out of spite or boredom.
